It sounds like the washing machine has pumped the water away okay and is doing the distribution section just before the spin. A common cause of it not kicking into a fast spin after draining all the water out is an unbalanced load but if it's quite an old washing machine it may not have out of balance protection. This particular fault can have many causes, and I've tried to cover them in this article - washing machine won't do the fast spin. To be honest I think it's the kind of fault that is often not appropriate for DIY repair unless you are already an engineer know what you are looking for. It does sound quite noisy and that's before it goes into spin so it could well be that it's just not worth repairing to be frank. However, have a look at my article just in case.
