Can I use washing machine with no hot water available?

Yes. It will just heat it up as needed. If it’s a hot and cold fill washing machine then as long as water is connected and able to go into the hot water hose and valve it doesn’t matter if it’s hot or cold.

ah yes, I see its Hot & Cold fill washer, not too many of them around these days a lot of washing machines have gone to Cold Fill Only -

may be good time to get one of these adaptors and convert it to cold fill all the time:
