The washing machine drains until the water level is below the inner perforated drum but there is still water remaining in the entire drum assembly. It is normal for roughly a pint of water to be left inside the pump and some pause that you should see nothing in the drum. The most common cause for it only partially training is a partial blockage in the pump filter, inside the pump somewhere, or in the U bend under the sink if the drain hose is is connected there. Start with the pump filter which is described in this article - How to check Washing Machine Pump Filter if the pump filter is clear I would secondly check the U bend and then if nothing is found there go carefully through the other links in this article or get an engineer.
