Many washing machines use as little water as possible these days for economy. They use a circulation pump or the drum paddles to constantly shower the laundry with water during the wash cycle. When the drum is turning can you see if water is dripping or running onto the laundry? The principle is the same as having a shower instead of a bath, it uses a lot less water and energy. What you talk about at the end of your post pretty much nails it. It's doing all those things. I'd have to say that everything is ok and that's just the way it's designed to work.
