Most washing machines fill with cold water for several seconds to flush water into the sump hose which then gets sealed off by a floating ball inside the sump hose. Then the main fill valve is energised which flushes the detergent into the drum. This process prevents detergent being flushed into the sump hose and getting wasted.

If the main valve is faulty it could account for it flushing water for a short while and then stopping. I'd check that first. The other possibility is that it's nothing to do with water or the valve and the machine is detecting a fault somewhere and aborting. However, if this is the case I would expect it to pump out the water, turn off after a short while and flash some lights to indicate an error code.
