So I was watching TV and I could hear my washing machine . It was filling up with water but it sounded like it was running . The machine was turned off at the mains button but was switched on at the plug socket . When i turned it off  at the wall it stopped filling . It hasn't been used in days either

Sounds very unusual. I’ve heard of earth faults or low insulation faults causing strange things to happen. But they are impossible to check without a proper insulation test meter. If it filled with water but stopped when socket was turned off it must have been getting a live and neutral return to the water valve which should never happen. Not something you can really check to be honest.
