Not Filling With Water

Hi there, my washing machine is cold fill only, by the looks of it, but it's not filling up with water at all. I've switched on the valves, so I can't figure out why it won't work! Just moved into a new place with the machine installed, and the washing is mounting up!

If it has never worked since moving into the new house the first thing to check is that water is actually coming out of the hoses (described in the article) jut in case the tap has gone faulty.
